Public Procurement Act, 2024: A United Framework for Compliance and Transformation

On 23 July 2024, President Cyril Ramaphosa signed into law legislation that aims to create a single framework regulating public procurement — including preferential procurement — by all organs of state, with the necessary efficiency, cost-effectiveness, and integrity.
The Public Procurement Act 28 of 2024 complies with the stipulation in Section 217 of the Constitution that contracting of goods and services by organs of state must occur under a system that is fair, equitable, transparent, competitive, and cost-effective. This course provides an in-depth exploration of the new legislative landscape, focusing on the establishment of the Public Procurement Office (PPO), enhanced anti-corruption measures, digital modernisation, and the revised preferential procurement framework.
